Advancing hydropower governance across Asia

To meet growing energy demands, countries worldwide are rapidly developing their untapped hydropower potentials creating new challenges for the management of their river systems. Faced with increasing environmental and social risks, there is an urgent need to improve policy and institutional frameworks in the hydropower sector to consider basin-wide or cumulative impact, particularly where multiple projects exists.  Whereas there has been progress, there are still significant challenges in gaining public acceptance, and in achieving coordination between public and private sector agendas when taking decisions about whether or not to proceed with projects, and in negotiating options for project designs and operating regimes.

Effective governance in the hydropower sector requires enabling all stakeholders to play a meaningful role to ensure inclusivity and accountability.  This session will address calls for action to improve governance of the hydropower sector in South Asia and East Asia through better public-private sector cooperation and enabling of all stakeholders, including civil society. Through examples and lessons from the development of hydropower on the rivers that flow out of the Hindu Kush Himalayan (HKH) Region the session will explore how ‘good governance’ of the hydropower sector requires a commitment to build capacity and how it can be achieved through taking a holistic, basin-wide approach.
